Indonesia investigates rising coated fine paper imports

Data submitted by APP subsidiaries PT Pabrik Kertas Tjiwi Kimia and Pindo Deli Pulp and Paper Mills show 335% increase in coated paper and board imports between 2010 and 2013.

Indonesia has initiated a safeguard investigation on imports of woodfree, one- and two-side coated paper and board. According to the World Trade Organisation (WTO), the investigation was launched by the Indonesian Safeguards Committee KPPI on 20 June, upon complaint of PT Pabrik Kertas Tjiwi Kimia and Pindo Deli Pulp and Paper Mills, two major coated paper producers in the country.

The volume of coated paper and board imports in 2011 increased by 51% compared to 2010; an increase of 54% was registered between 2011 and 2012, with imports rising another 44% in 2013, KPPI said citing data submitted by the two Asia Pulp and Paper (APP) subsidiaries PT Pabrik Kertas Tjiwi Kimia and Pindo Deli Pulp and Paper Mills. The volume of paper and board imported to Indonesia rose from 22,000 t in 2010 to almost 74,000 t in 2013.

The investigation launched by KPPI will seek to determine whether increased imports of coated paper and board in reels and sheets are causing, or are threatening to cause, serious injury to a domestic industry. Importers, exporters and other interested parties wishing to be considered in the investigation are invited to their request within 15 days from the date of initiation.

Coated paper and board containing 10% or more of fibres made by the mechanical or chemi-mechanical process, as well as banknote paper are exempted from the safeguard investigation.
