USA investigate imports of high purity dissolving pulp from Brazil and Norway

US Department of Commerce (DOC) has launched an antidumping (AD) duty investigation of high purity dissolving pulp (DP) imported from Brazil and Norway and a countervailing (CV) duty investigation of imports of high purity DP from Brazil.

Both investigations were initiated on 2 September upon petition of US dissolving pulp producer Rayonier Advanced Materials (Ryam) and the United Steel Workers Union, according to DOC. The petitions were filed on 12 August.

The alleged dumping margins are estimated 62.08 per cent for imports from Brazil and at 110.04 per cent for imports from Norway.

The US International Trade Commission (USITC) is scheduled to issue its preliminary determination on 26 September 2025. In the case an affirmative preliminary determination is issued, the Department of Commerce is scheduled to announce its preliminary determination on 7 November 2025 for the CVD investigation, and on 21 January 2026 for the AD investigation.
