Following long months of discusions and unsecurity, the application of the EU Deforestation Regulation (EUDR) has been officially postponed for large operators and traders by another year until 30 December 2026. Small and micro-enterprises are granted an additional six months until 30 June 2027.
After all EU institutions had approved and formally adopted the revised and simplified version of the EU Deforestation Regulation, the regulation has been published in the Official Journal of the European Union on 23 December.
In addition to the delayed application date, the revised Regulation 2025/2650 introduces a number of changes meant to reduce the burden on operators and the IT data system, and to facilitate the implementation of the regulation. For example, the obligations for downstream operators and traders have been simplified. Furthermore, finished print products such as printed books, newspapers, manuscripts, typescripts, as well as "pictures and other products of the printing industry" have been removed from the Annex I and thus are no longer included within the scope of the EU Deforestation Regulation. Fibre-based packaging products remain unaffected.
The European Commission will carry out a simplification review of the amended regulation and present a report by 30 April 2026.
