Authorities say no to capacity increase at Pro-Gest’s recycled containerboard mill in Mantua

Cartiera Villa Lagarina plans to produce some 400,000 tpy of recycled containerboard at the former Burgo mill in Mantua, but cannot ramp up its paper machine to full capacity due to a lack of an appropriate permit.

The authorities of the Italian Province of Mantua have denied the request by Italy's paper and packaging company Pro-Gest to increase production capacity at the company's Mantua recycled containerboard mill to 400,000 tpy. The preliminary decision on the environmental impact assessment of the Mantua mill was made at the end of last week.

Cartiere Villa Lagarina, Pro-Gest's subsidiary that operates the containerboard mill in Mantua, has time until 21 October to respond to the preliminary findings and propose additional measures to be adopted in order to receive the necessary permit. The company said it intended to make full use of the applicable term, while also trying to display the negative consequences and effects of a possible denial on employment and on the territory of Mantua in general.

The final ruling on the new environmental permit and the resulting capacity increase at the Mantua mill is expected by the end of October.

Cartiere Villa Lagarina's mill in Mantua houses a brand new Valmet containerboard machine that is geared for a maximum gross production capacity in excess of 500,000 tpy. The company intended to produce some 400,000 tpy of lighweight containerboard, however, production operations at the former Burgo mill are limited to 200,000 tpy by the mill's existing IPPC (integrated pollution prevention and control) licence.
