The regional government comes to cater to the needs of Cartiera di Ferrara and paves the way for the potential multi-million investment at the Duino magazine paper mill.
The planned conversion of the mothballed LWC paper machine PM 2 to coreboard production and the construction of a Waste-to-Energy (WtE) pyrolysis plant at the Duino site are not subject to an environmental impact assessment (EIA). This conclusion was reached by the responsible authorities of the Italian autonomous region of Friuli-Venezia Giulia following a screening of the project. According to the regional government, the project would not have a significant environmental impact and could be realised and operated under the existing IPPC (Integrated Pollution Prevention and Control) permit.
With this decision, the authorities have cleared the way for a potential multi-million investment at the Duino site that would see the acquisition of the PM 2 by the Italian coreboard producer Cartiera di Ferrara.
Cartiera di Ferrara plans to convert the PM 2 into a coreboard machine with an installed capacity of 244,000 tpy. Last summer, however, the company had added a condition to a potential investment in Duino, asking for a permit to build and operate a WtE pyrolysis plant at the Duino site. The Waste-to-Energy facility would give Cartiera di Ferrara the possibility to treat some 22,000 t of industrial waste residues from recovered paper processing and paper production, turning it into process steam for the paper machine.
