EU Parliament torpedoes end of waste Regulation for RCP

The proposed end of waste regulation for recovered paper has been rejected by the European Parliament. Recovered paper can therefore not be classified as a product prior to its use in a paper mill.

In a landslide decision, the European Parliament has voted to derail a proposed Regulation that would have allowed recovered paper meeting certain criteria to move from waste to product status. In Tuesday's plenary session, 606 members of the EU Parliament voted to adopt a resolution formally objecting to the end of waste criteria proposed by the EU Commission. Only 77 voted against the objections. Ten MEPs abstained.

The decision sends the Commission back to the drawing board. The EU authority had told EUWID prior to the vote that in the event its proposed Regulation was rejected, it would examine the situation and the reasons that the end of waste criteria had failed to find the necessary support.

Should it attempt to re-table the legislation using the regulatory procedure with scrutiny, the Commission would have to modify its proposal. Without changes, the Regulation proposal could only be adopted via the co-decision procedure by the Council and Parliament.
