Finnpulp committed to build pulp mill in Kuopio

Finnpulp has long been planning to build a new pulp mill with a capacity of 1.2 million t in Finland. The realisation was in jeopardy but but there is new hope now.

Despite bureaucratic hurdles, Finnpulp is continuing its efforts to build a new pulp in Kuopio, Finland. The company reported it had considered other sites but Kuopio turned out to be the best location for the mill. According to a company press release, a renewal of the land agreement, which is necessary to continue the project, will be handled by the administration of Kuopio city. No decisions will be made until this point is clarified.

Finnpulp was denied environmental approval at the end of last year, putting the pulp mill project in jeopardy. Martti Fredrikson, Finnpulp's CEO, explained that the operational environment had significantly changed since his company applied for approval. For instance, logging volumes had declined sharply after the record year in 2018, he said. Finnpulp had expressed puzzlement at being denied environmental approval as the project had already been given the go-ahead from the regional administration and the Vaasa administrative court.

Finnpulp plans to build a pulp mill in Kuopio with capacity for 1.2 million tpy of northern bleached softwood sulphate kraft (NBSK) pulp. The complex would also produce 60,000 tpy of tall oil, 1.2 TWh of electricity and up to 100,000 tpy of biochar. According to Finnpulp, the pulp mill would generate roughly 3,400 jobs. The project is estimated to cost €1.6bn.
