October turned out to replicate the climate on the French recycled containerboard market seen over the past four months with excess production and surplus capacity coupled with subdued demand. October brought additional price cuts, and at present the question of who will curb production, when and by how much is the focus for market players. Shutdowns have occurred up until now, although they have yet to bring about a reduction in inventory levels. The massive downtime that producers deem necessary to realign supply with demand in Western Europe has not yet happened.
