Path appears clear for EU Packaging and Packaging Waste Regulation

Member state ambassadors to the EU endorsed the inter-institutional compromise on the new Packaging and Packaging Waste Regulation (PPWR) at a meeting of the permanent representatives (Coreper) on Friday. At 1 PM, the Belgian Council Presidency announced that a breakthrough had been reached, ending speculation that the legislation might not secure the necessary majority from the member states.

Negotiators from the Council and the European Parliament had reached a trilogue deal the Packaging proposal on 4 March – without the support of the Commission, which held that "part of the provisional agreement found by the co-legislators went beyond the mandate of the Commission’s negotiators." The Commission's concerns, together with Italy's ongoing objections to provisions of the PPWR and a reported quid pro quo deal between the Italian government and the Germany's Liberal Democrats (FDP) covering both the PPWR and Corporate Sustainability Due Diligence Directive made the adoption of the Regulation appear increasingly uncertain.
